How to fix the error at user level?

You can fix this error at user level as well. This error occurs when you tried multiple login attempts for cPanel. 
Sometimes it takes time because of network issue. So, the first suggestion is to have patience while login to cPanel.

How to fix IP Address Change error at root level?

When you have root access, you can modify and resolve things easily. Similarly, the error can also be fixed at root level by following the below mentioned methods.
  • Login to WHM and get inside Server Configuration section.
  • Select Tweak Settings from the list.
  • Go to Security tab on the next page,
  • In the Cookie IP validation strict is selected by default. Change it to loose to avoid more re-authentication or you may completely disable it.
  • Scroll down to Save.
